Joint Statement by the U.S. Department of State and UK Foreign, Commonwealth and Development Office: Second U.S.-UK Strategic Sanctions Dialogue – United States Department of State

On Wednesday 8 May 2024, the UK Government hosted a senior US government delegation for the second US-UK Strategic Sanctions Dialogue.

The talks, which took place in London and followed the inaugural talks held in Washington, DC in July 2023, were based on commitments under 2023. atlantic declaration To strengthen coordination on sanctions and export controls for a twenty-first century US-UK economic partnership. It brought together departments and agencies from both countries for strategic discussions on priorities for geographical and thematic restrictions and export control regimes. The UK delegation was led by the Foreign, Commonwealth and Development Office, and included senior officials from Her Majesty’s Treasury and the Department of Trade and Commerce. The US delegation was led by the State Department and included senior officials from the US Treasury Department and Commerce Department.

The United States and the United Kingdom affirmed that sanctions and export controls are essential tools of national security policy. Delegations discussed the use of targeted, coordinated sanctions and export control measures to prevent and disrupt malign activity and protect international norms.

In response to Russia’s war against Ukraine, we, together with our allies and partners, have imposed unprecedented costs on the Kremlin through sanctions and export controls. These measures are depriving Russia’s military of essential components and technology, among other goods, and hampering Putin’s ability to wage war on Ukraine. We will continue to work with allies to restrict Russian sources of revenue, including services and key commodities like energy and metals that allow Russia to fight. Beyond Russia, the United States and the United Kingdom reaffirmed our shared commitment to confront those who threaten peace, security, and stability in the Middle East, including Iranian malign actors, Hamas, and Palestinian Islamic Jihad leaders and financiers. This is reflected in recent coordinated actions targeting Houthi targets, and which are enabling Houthi Red Sea attacks. We are committed to holding accountable those responsible for conducting or supporting terrorist and other destabilizing activities in the Middle East.

The United States and the United Kingdom continue to intensify our coordination with bilateral and other partners on the United Nations and sovereign sanctions regimes. This includes actions to promote accountability for human rights violations and abuses, combat corruption, counter terrorism and arms proliferation, and target cyber-criminal networks.

Across all our programs, we are committed to continuing to work closely with allies to ensure the effectiveness of our sanctions and export control measures. We will continue to cooperate to counter fraud in third country jurisdictions to strengthen our measures in support of shared national security and foreign policy objectives.
