The United States of America and Romania Sign Memorandum of Understanding on Countering Foreign State Information Manipulation – United States Department of State

Today, U.S. Secretary of State Antony J. Blinken and Romania’s Foreign Minister Luminita Odobescu signed a Memorandum of Understanding (MOU) to strengthen cooperation between the United States and Romania on countering foreign state information manipulation.

Foreign state information manipulation, including misinformation and propaganda, is an international security threat that can create or exploit divisions within and between countries, threaten the integrity of elections, and undermine public confidence in government. In shared recognition of the threat it poses, the United States and Romania intend to expand our bilateral cooperation and align government policies with the U.S. Department of State’s five key action areas. Framework for Countering Foreign State Information ManipulationThis expanded cooperation enables greater information sharing on foreign disinformation campaigns, capacity building to strengthen societal resilience, and multilateral coordination on the issue.

This MoU is an important step towards protecting a free, open, and fact-based global information environment.
