It found that none of the 17 targets would be achieved by 2030, and most showed “limited or reversing progress”. It also urged countries to address persistent funding shortfalls and reform the UN system.

“This report shows that progress was too slow even before the pandemic,” said Guillaume Lafortune, Vice President of the UN Sustainable Development Solutions Network (SDSN) and lead author of the report.

“Once the pandemic hits, and other crises — including military conflicts — it’s a story of stagnation.”

The report identified tackling hunger, building sustainable cities and protecting biodiversity on land and water as weak areas. Political goals such as freedom of the press also saw a “reversal in progress”.

Finland, Sweden and Denmark topped the list of countries, and China also progressed faster than average, it said, but the world’s poorest nations lagged further behind.

LaFortune said developing countries needed greater access to international finance. He said institutions such as credit rating agencies should be encouraged to take into account a country’s long-term environmental and economic well-being rather than just its short-term liquidity.

The report also assessed countries’ willingness to cooperate globally through United Nations institutions. The United States ranked last.

“Most countries are in favor of cooperation… but there are several superpowers that do not play by the rules of the game,” Lafortune said.
