Joint Statement on United States – Brazil Bilateral Dialogue on Migration Policies, Humanitarian Issues, and Refugee Protection – United States Department of State

The text of the following statement was issued by the Governments of the United States and Brazil on the occasion of bilateral talks between the United States and Brazil on migration policies, humanitarian issues, and refugee protection.

The governments of Brazil and the United States met in Washington, DC, on Monday, April 29, 2024, for their first bilateral talks on migration policies, humanitarian issues and refugee protection. The dialogue highlighted our countries’ shared goals to advance access to international protection and safe, orderly, humane and regular migration.

The delegations shared best practices and identified common opportunities and challenges for their migration and refugee responses. This includes Brazil’s Operation Welcome, which has helped the country receive and integrate more than 500,000 Venezuelans since 2018; Expanding and strengthening access to regular routes as a meaningful alternative to irregular migration; A presentation on the Safe Mobility Initiative; sharing responsibility; The importance of supporting host communities, cities and municipalities, civil society and the private sector in refugee and migrant integration; and ways to advance shared priorities at major multilateral migration and refugee fora.

The historic number of people moving across the Western Hemisphere requires continued partnerships and collaboration. This United States-Brazil bilateral dialogue on migration policies, humanitarian issues, and refugee protection reflects our shared recognition that no country can face the challenges and opportunities of migration and protection alone. Both Governments are committed to continued dialogue and future cooperation on this key shared policy priority.
